SAPELE/Nigeria: The need for Delta State Governor, Senator (Dr) Ifeanyi Okowa to issue an executive order directing all Local Government Council Chairmen in the state to allow their already nominated Secretaries to commence work in acting capacity pending when the Delta State chapter of the Parliamentary Staff Association of Nigeria (PASAN) will call off the ongoing strike to enable House of Assembly lawmakers convene for their screening and confirmation has been stressed.

A Sapele based Political Analyst, Dr. Michael Ogheneovo who made the call in Sapele, Sapele Local Government Area of the state while fielding questions from journalists, said that it was an aberration for council chairmen to continue to operate since March 12, 2021 when they were sworn in without Secretaries to the Council.

He said that the call was necessary in order to enable the secretaries ensure effective documentation of the activities of the councils for the overall benefits of the people of the grassroots.

Dr. Ogheneovo, who described secretaries to government as very important, considering the fact that they were the engine room of every tier of government, noted that the Chairmen of councils ought to have appointed the secretaries immediately after their inauguration as it had been the case at federal and state levels.

He stressed that the chairmen had appointed various supervising councillors, recalling that in line with the Local Government Law, all nominees for appointment as Local Government Secretary must be a University degree holder with ten years post qualifications experience.

He noted that the strike by PASAN had made Local Government Secretaries to sit on  what he termed “in limbo’ , adding that going by the legally entrenched doctrines, the State Government should direct the chairmen to ask their  designated secretaries to start work.

The Sapele based Political Analyst, stated that there was the doctrine of necessity if the state government failed to intervene with a view to addressing the issues associated with the vacuum that had already been created.
